Free unlimited parking to the left side of CdA city hall, near the public library. Go through Mullan, turn left at stop sign across the public library. You will see the big parking lot for boats, trailers or cars. From there, walk toward the park (stay on the left path to go to Tubbs Hill, the lake and boardwalk. Stay to the right if you want to go through the downtown shops at Sherman Av.
