The former museum was opened in 1933 as one of the celebration projects of the Emperor Showa’s ascendance to the imperial throne. This is the second earliest opened municipal museum of art in Japan. The museum has a collection of roughly 2,100 art pieces which include Japanese paintings by Takeuchi Seiho, Tomioka Tessai, Uemura Shoen, Kikuchi Keigetsu, Kajiwara Hisako, Kanashima Keika, as well as western paintings, sculpture, crafts, calligraphy and wood block prints. In the past, the museum has hosted a number of large scale special exhibitions featuring parts of the collection from the Louvre, important American museums, etc. Other special exhibitions featuring modern Japanese art and annual regular exhibitions are also popular. Rurikei Gorge, a natural park designated as a place of scenic beauty by MEXT, is 500 meters high and 4 kilometers long with its water source in the deep mountains. Facing Tsuten Lake upstream lie waterfalls and rocks appropriately named after each characteristic location in the Rurikei gorge, including 12 scenic spots such as "Meibaku," "Soryuen," "Gyokusoban," and so on. The gorge, which has beautiful plateau scenery in all four seasons, is also called the Karuizawa of the Kansai area and attracts many visitors.

Previously the site of the JR freight railway, in the early 1990s it was converted into a city park, which opened in 1995 providing local people with a wonderful space in which to enjoy, trees, grass, flowers and clean air.

"One of Japan's leading film companies, Toei, has opened its sets to the public at Eiga Mura (Film Village aka Toei Kyoto Studio Park) and the result is a kitschy theme park complete with samurai and ninja shows, roaming geisha and rather cheesy arcades and souvenir shops. There are also various movie-related museums and a number of restaurants on site. Until the late 1960s, Toei Eiga Mura was the location of the shooting of the great films of the ""Golden Era"" of Japanese filmmaking. Greats such as Akira Kurosawa made films here. Other attractions at Toei Kyoto Studio Park include a Haunted House, a Ninja Mystery House with trap and revolving doors, a Ukiyo-e Woodcut Print Museum, Anime Museum and a 3-D Theater. Visitors can also dress up as a geisha, ninja or samurai warrior to wander the theme park. Shows presented during the day by professional actors include: a Ninja Show, a Samura Sword Fighting Show, a Superhero Show, a Street Vendor Show, an Oiran Procession and a show showing an Edo Period classroom - a Terakoya Show, where visitors learn a bit of history. The Jidaigeki Show (""Period Drama"") takes you behind the scenes of shooting a typical Japanese historical drama."
